आज वैश्वीकरण के इस दौर में सम्पूर्ण विश्व ‘वसुधैव-कुटुम्बकम्’ की भावना से जुड़ा है। सम्पूर्ण विश्ववासी एक-दूसरे को जानने का प्रयास कर रहे हैं जिससे संस्कृतियों का आदान-प्रदान हो रहा है। भाषा भी संस्कृति व सभ्यता का द्योतक है। यही कारण है कि विदेशी भाषाओं को सीखने का चलन विश्वव्यापी हो गया है। आज भारतवर्ष में कई विश्वविद्यालयों व निजी संस्थान विदेशी भाषा पाठ्यक्रमों को प्रोत्साहित कर रहे हैं।
चै0 चरण सिंह विश्वविद्यालय में सन् 1969 में ‘रूसी भाषा विभाग’ (विदेशी भाषा विभाग) की स्थापना शोधार्थियों को “नाॅनक्रेडिट कोर्स” के अन्र्तगत रुसी भाषा सिखाने के लिये की गई थी। इसी वर्ष रुसी भाषा में “सर्टिफिकेट आॅफ प्राॅफ़िशियन्सी” पाठ्यक्रम को भी प्रारम्भ किया गया। वर्ष 1970 में “डिप्लोमा” तथा 1977 में रुसी भाषा एवं साहित्य में “एडवांस्ड डिप्लोमा” पाठ्यक्रम को प्रारम्भ किया गया। वर्ष 1985 तक कक्षाऐं विश्वविद्यालय परिसर तथा एन0ए0एस0 महाविद्यालय दोनों में साँँँयकालीन कक्षाओं के रूप में चलती थी। सन् 1992 तक भारतीय-सोवियत सांस्कृतिक विनियम कार्यक्रम के अन्र्तगत रुसी भाषा एवं अध्यापन के स्थापित विद्वानों ने विभाग में अध्यापन कार्य किया। इसी विभाग में सत्र् 2001-2002 से फ्रंेच भाषा तथा सत्र् 2003-2004 से जर्मन भाषा के पाठ्यक्रमों को प्रारम्भ किया गया। सत्र् 2010-2011 से फ्रंेच व जर्मन भाषा एवं साहित्य में भी एडवांस डिप्लोमा कोर्स को भी सम्मिलित किया गया। सभी भाषाओं का पाठ्यक्रम यू0जी0सी0 माॅडल सैलेबस एवं “काॅमन यूरोपियन फ्रेमवर्क फाॅर फाॅरन लेन्ग्वेजेस” पर आधारित है।
विभाग में रुसी भाषा में तीन पाठ्यक्रम सर्टिफिकेट आॅफ प्राॅफ़िशियन्सी, डिप्लोमा एवं एडवांस्ड डिप्लोमा कराये जाते है, जो कि रेग्युलर (सरकारी/यू0जी0सी0 द्वारा सहायता प्राप्त) हैं एवं प्रत्येक पाठ्यक्रम की अवधि एक वर्ष है। विभाग के द्वारा फ्रेंच एवं जर्मन भाषा में भी एकवर्षीय सर्टिफिकेट आॅफ प्राॅफ़िशियन्सी, डिप्लोमा एवं एडवांस्ड डिप्लोमा कोर्स संचालित किये जाते हैं जो कि स्ववित्तपोषित पाठ्यक्रम हैं। इन पाठ्यक्रमों में किसी भी आयु वर्ग का व्यक्ति प्रवेश स्वीकृत है। प्रवेश के लिए न्यूनतम आर्हता किसी भी धारा में बारहवीं कक्षा उत्तीर्ण होना चाहिए। यह सभी पाठ्यक्रम अंशकालिक (पार्ट-टाइम कोर्स) के अन्र्तगत आते हैं जिनमें साँयकालीन कक्षाओं का भी प्रावधान है, जिससे कि भाषा का अध्ययन करने के इच्छुक व्यक्ति अपने व्यवसाय, नौकरी एवं पढ़ाई के साथ-साथ किसी भी एक विदेशी भाषा का ज्ञान प्राप्त कर सकंे।
यह विभाग अपनी स्थापना के समय से ही विद्यार्थियों को विदेशी भाषा का ज्ञान प्रदान करने के लिए आधुनिक तकनीकियों करता आ रहा है। पुस्तकों के अतिरिक्त आॅडियो-विजुअल माध्यमों का प्रयोग कर इन भाषाओं का अध्ययन-अध्यापन कराया जाता है। इसी कडी में यह विभाग छात्रों को आधुनिक संयंत्रों जैसे - टी0वी0, डी0वी0डी0 प्लेयर, कम्प्यूटर एवं एल0सी0डी0 प्रोजेक्टर के द्वारा विद्यार्थियों को भाषा सीखने व जानने की सुविधा उपलब्ध कराता है।
विभाग के पुस्तकालय में 5000 से अधिक किताबें, शब्दकोष, पत्र एवं पत्रिकाएं, वी0सी0डी, डी0वी0डी0, आॅडिओ एवं विडियो कैसेट तथा सी0डी0, भाषाओं से सम्बंधित साॅफट्वेयर और अन्य पाठय सामग्री न केवल रुसी भाषा में अपितु जर्मन व फ्रेंच भाषाओं मंे भी अध्ययन व अध्यापन के लिये उपलब्ध हैं। साथ ही प्रत्येक वर्ष अध्ययन हेतु नयी-नयी सामग्री को भी सम्मिलित किया जाता है।
अधिगम को और अधिक प्रभावी बनाने के लिए विभाग के द्वारा विगत वर्षों में कई व्याख्यान मालाओं एवं सेमिनार का भी आयोजन समय≤ पर किया जाता रहा है। वर्ष 2005 में “वर्तमान परिप्रेक्ष में रुसी भाषा, साहित्य एवं संस्कृति” विषय पर दो दिवसीय एक अन्र्तराष्ट्रीय सेमिनार का आयोजन किया गया था, जिसमें भारत सहित छः देशों के विद्वानों ने अपने विचार प्रस्तुत किये।
किसी भी भाषा की गहराई को जानने के लिये आवश्यक है उस भाषा की जडों को जानना और किसी भी भाषा की जडें उसकी संस्कृति एवं सभ्यता में निहित होती है। इसी सन्दर्भ में वर्ष 2004 में “समारस्किये उज़ोरी” नामक सांस्कृतिक समूह के द्वारा सांस्कृतिक कार्यक्रम का आयोजन विभाग द्वारा कराया गया, जिसमें सुन्दर रुसी नृत्य एवं गीत प्रस्तुत किये गये।
आधुनिक भौतिकवादी युग में शिक्षा का रोजगारपरक होना अति आवश्यक है। विदेशी भाषाओं का अध्ययन करने के पश्चात् छात्र-छात्राओं को विमानन सेवा, कैबिनेट सचिवालय, भारतीय सेनाओं, होटल व पर्यटन व्यवसाय, लैंग्वेज साॅफट्वेयर कम्पनियों, बी0पी0ओ0, के0पी0ओ0 तथा काॅल सेन्टरों इत्यादि क्षेत्रों में रोजगार के सुनहरे अवसर आसानी से प्राप्त हो जाते है।
विद्यार्थियों तथा विदेशी भाषाओं को जानने के इच्छुक लोगों को विदेशी भाषाओं में रोजगार की सम्भावनाओं के विषय में ज्ञान हो सके तथा लोग रोजगार के क्षेत्र में इन भाषाओं से जुडे अवसरों का अधिक से अधिक लाभ मिल सकें, इसके लिए विभाग सदैव प्रयत्नशील है।

Foreign Language Courses@CCSU

The Department of Russian Language (soon to be renamed as the ‘Department of Foreign Languages’) was established in the year 1969 with Russian language offered as one of the Non–Credit courses for the research scholars of the University Campus. The same year, a Certificate of Proficiency; a Diploma Course in Russian Language in 1970; and in 1977, an Advanced Diploma Course in Russian Language & Literature; were started.

Since then, certain courses in French and German languages have also been added, and are being run in the department under the Self–Financing Scheme (SFS), namely, Certificate of Proficiency in French (since 2001–02); Certificate of Proficiency in German (2003–04); Diploma Course in French Language (2003–04); Diploma Course in German Language (2004–05); Advanced Diploma in French Language & Literature (2010–11). The department is planning to introduce some more job-oriented and advanced–level courses in the existing as well as in other foreign languages.

Any of the above–mentioned languages could be studied at the Certificate Course level without any previous knowledge of the same. The minimum qualification required for admission is (+2)/Higher Secondary/Intermediate in any discipline.

The Certificate courses aim at the acquisition of basic skills for communication by the learners, whereas the Diploma courses help in developing a working knowledge in the language concerned. In the Advanced Diploma courses, the students are introduced to translation skills, as well as literature. The central objective of the courses is to proceed towards a bilingual competence for communication. And for achieving the said objectives, audio–visual materials are used for teaching. The department has a well-equipped Audio–Visual Room consisting of computers, LCD and other projectors, TV, VCD & DVD-players, tape decks, interactive software and films, which are regularly used for the benefit of the learners.

The departmental library has adequate study material, and new titles are added every year. For the benefit of the learners, Invited/Guest Lectures and seminars are also held periodically.

All the courses are part–time in nature, and can be pursued along with other full–time degree courses. The course–structures of all the languages have been designed by incorporating the recommendations of the U.G.C. Model Syllabi, and also keeping in view the increasing demand of foreign language specialists in the fields of management, trade, exports, computers & IT, hotel & tourism industry, etc., apart from that at various public and private enterprises.

Apart from going elsewhere for higher studies, the pass-outs of this department have gone on to become teachers in central universities, technical/professional institutes, public schools; and have found suitable placements in hotel & tourism industry; MNCs like Wipro, Oracle, Infosys, IBM, etc.

• Admissions to the above–mentioned courses are made on the basis of merit.
• All the courses are PART–TIME in nature, and hence, CAN BE PURSUED along with other regular/full–time degree courses. The classes are held on Mondays, Tuesdays, Thursdays and Fridays, in the afternoon hours.
• The students of the above-mentioned courses are neither entitled to hostel facilities, nor are extended any voting rights. The U.P. Social Welfare does NOT reimburse the tuition/exam fees.
